Who is QCTO?

The Quality Council for Trades and Occupations (QCTO) is a statutory body in South Africa, established in 2010 under the Skills Development Act. It is responsible for managing, developing, and quality assuring occupational qualifications. As one of three quality councils within the National Qualifications Framework (NQF), the QCTO accredits training providers, assessment centers, and certifies learners in various occupational, vocational, and trade areas.

Key Roles and Responsibilities of the QCTO:

Occupational Qualifications Sub-Framework (OQSF): Oversees the OQSF, which includes industry-specific, competency-based qualifications.

Accreditation: Accredits skills development providers, assessment centers, and partners to ensure training complies with national standards.

Certification: Issues certificates to learners who complete occupational qualifications, part-qualifications, or skills programs.

Skills Development: Aligns qualifications with workplace demands, aiding the transition from outdated to modern occupational qualifications.

Quality Assurance: Ensures assessments are rigorous and meet required standards.

Who is SASSETA?

The Safety and Security Sector Education and Training Authority (SASSETA) is a statutory body in South Africa established to advance skills development and training in the safety and security sector. It serves as a quality assurer for education and training across sectors such as police, defense, justice, and private security.

Key Points about SASSETA:

Mandate: Created under the Skills Development Act of 1998, SASSETA aims to promote, facilitate, and professionalize the safety and security industry through education.

Target Sectors: Includes SAPS, Correctional Services, Defense, Legal, Justice, Intelligence, Metro Police, Traffic Police, and Private Security.

SASSETA collaborates with employers and training providers to ensure that training programs comply with national legislation and meet practical workplace needs.

WHAT IS A SKILLS PROGRAM?

Skills Programme (The SAQA/QCTO Definition)

According to the Skills Development Act (which SAQA and QCTO operate under), a Skills Programme is: “A learning programme that is occupationally based and when completed, constitutes credits towards a qualification registered on the NQF.

"Key Characteristics: It is credit-bearing, meaning the "points" you earn can be used toward a full national diploma or degree later.

It must be delivered by an accredited provider. It focuses on a specific "cluster" of unit standards that result in a practical, employable skill.

Part-Qualification the QCTO often refers to these as Part-Qualifications. This is a defined set of modules that forms part of a full Occupational Qualification but can be assessed and certified independently. This allows workers to gain recognition for what they know without finishing a 3-year program all at once.

SASSETA SKILLS PROGRAMMES (SHORT COURSES)

Who is PSIRA?

The Private Security Industry Regulatory Authority (PSiRA) is a statutory body in South Africa, created under the Private Security Industry Regulation Act, 2001 (Act No. 56 of 2001). Its role is to oversee the private security sector to ensure professionalism, accountability, and public protection.

Key points about PSiRA include:

Mandate: It regulates security service providers, keeps a registry of security officers and companies, and establishes training requirements.

Registration: Security businesses and individuals must register with PSiRA to operate legally, undergoing vetting and criminal background checks.

Compliance: PSiRA inspectors monitor security companies for legal compliance, focusing on eliminating illegal "fly-by-night" operators.
