It is responsible for managing, developing, and quality assuring occupational qualifications. As one of three quality councils within the National Qualifications Framework (NQF), the QCTO accredits training providers, assessment centers, and certifies learners in various occupational, vocational, and trade areas.

WHAT IS A SKILLS PROGRAM?
Skills Programme (The SAQA/QCTO Definition)
According to the Skills Development Act (which SAQA and QCTO operate under), a Skills Programme is: “A learning programme that is occupationally based and when completed, constitutes credits towards a qualification registered on the NQF.
"Key Characteristics: It is credit-bearing, meaning the "points" you earn can be used toward a full national diploma or degree later.
It must be delivered by an accredited provider. It focuses on a specific "cluster" of unit standards that result in a practical, employable skill.
Part-Qualification the QCTO often refers to these as Part-Qualifications. This is a defined set of modules that forms part of a full Occupational Qualification but can be assessed and certified independently. This allows workers to gain recognition for what they know without finishing a 3-year program all at once.
The Private Security Industry Regulatory Authority (PSiRA) is a statutory body in South Africa, created under the Private Security Industry Regulation Act, 2001 (Act No. 56 of 2001). Its role is to oversee the private security sector to ensure professionalism, accountability, and public protection.
